The First Nations’ Emergency Services Society (FNESS) Fire Department Support Program is designed to assist Fire Chiefs and Fire Officers with the administrative and operational functions of running your entire fire department and community with answers about fire or life safety issues.
Under the direction of FNESS, the Fire Department Support Program is eligible to all Fire Departments registered with FNESS. This program is designed to guide the Fire Chief and/or Fire Officers in important aspects of running an efficient fire department within the rules, regulations and guidelines that are required in today’s emergency services environment to promote community fire life safety.
Direct access to this program can be made through email, fax and phone. Fire Chiefs and/or Fire Officers will receive prompt response and direction to any questions and/or concerns submitted to this program. The support program will also (upon request) provide monthly objectives, such as training schedules, performance evaluations, development or review of Operational Guidelines etc.
This program consists of support for Fire Department Administrative functions and Fire Department Operational functions. Details are as follows:
Administrative Support Program
This program will give the Fire Chief or designate access to assistance and/or advice in the following areas as they relate to Fire Department Administration:
- Capital submissions
- Budgeting operations and maintenance
- Bylaw agreements
- Service agreements
- Incident reporting and file management
- Mutual aide agreements i.e. PEP and EHSC
- Band and Counsel Resolution submissions
- Fire Chief and Fire Officer roles and responsibilities
- WCB coverage
- Recruitment and retention
- Community Life Safety

Operations Support Program
This program will give the Fire Chief or designate access to assistance and/or advice in the following areas as they relate to Fire Department Operations:
- Development of Operational Guidelines;
- Understanding and application of NFPA standards;
- Workers Compensation Board Act applications and requirements;
- Development of fire department policy and procedure manuals;
- Wildfire / Interface training and BC Forestry protection agreements;
- Assistance in incident reporting;
- Training directives;
- Assistance with training schedule development;
- Job Performance Requirements training and development;
- Assistance with record management i.e. training, attendance, personnel, maintenance etc.;
- Assistance in developing semi-annual and annual performance evaluations and schedules for fire department members;
- Development of workable forms for fire departments; Fire Prevention Activities.
